APublic libraries rest on a simple promise: anyone may walk in and use them. This promise is set out in the IFLA-UNESCO Public Library Manifesto, a statement of principles first published in 1949 and revised in 1972, 1994 and 2022. Across these versions, the central idea has stayed the same. A public library should serve people of every age, background and income on equal terms, and its basic services should in principle be free of charge. The wording of each revision has changed, but the commitment to open access has not.

BWhat has changed most is the kind of help people need. The 2022 revision of the manifesto gives new attention to digital life, including the problem of false information spreading online. For many visitors, the library is the place where they can use a computer or a reliable internet connection that they lack at home. Staff may help someone fill in an online form, set up an email account or judge whether a website can be trusted. In this sense, the work of a librarian now includes teaching skills as well as finding books.

CLibraries have also become valued as physical spaces. A reading room offers a quiet place to study without buying a drink or a ticket, which matters to students who have little room at home. Many branches run story sessions for children, conversation clubs for language learners and public talks, and the manifesto describes libraries as spaces for exchanging information, sharing culture and encouraging civic engagement. For some residents, especially those who live alone, a regular visit may be one of the few chances they have to meet other people.

DThis wider role creates a problem of measurement. Governments that fund libraries have traditionally paid attention to figures such as the number of books lent. Yet a person who spends an afternoon learning to use online banking borrows nothing and does not appear in any loan statistics. Library services therefore often record visits, event attendance and computer use as well, and some collect short accounts from users. The manifesto itself calls on national and local governments to support public libraries through legislation and adequate funding.
